President Hems called the meeting of the Board of Education to order at 6:00 p.m.

Board members led those present in the Pledge of Allegiance.

There was no public input on agenda items.

  1. Consent Agenda
    1. On a motion by S. Valigorsky, seconded by D. Giso, to approve the following items on the Consent Agenda:
      1. The minutes of the 4/10/2018 regular meeting of the Board  of Education (see supplemental minutes)
      2. Capital Warrant #11 in the amount of $201,732.00 (see supplemental minutes)
      3. General Warrant #26 in the amount of $76,692.17 (see supplemental minutes)
      4. General Warrant #23 in the amount of -$1,302.94 (see supplemental minutes)
      5. General Warrant #27 in the amount of 0 (see supplemental minutes)
        1. (Board members noted that Warrants #23 and #27 were issued to void and reissue outstanding checks carried over from previous school years.)
      6. CSE/CPSE recommendations dated 4/17/2018 (see supplemental minutes)
      7. Approve Samantha Waldron’s request for a leave of absence without pay through 6/30/2018 (see supplemental minutes)

  2. Superintendent’s Report
    1. Mrs. Morris reviewed a request from the Village of Stillwater for school tax exemption status for two water towers. Board members noted that the combined school taxes collected for these two properties totaled $6,102.38 in 2017-18, which must be distributed among other taxpayers should the exemption be granted. Mrs. Marshall and Ms. Adamec provided additional information. (see supplemental minutes)
    2. The Board tabled this request for discussion at a future meeting. Mrs. Morris also discussed enrollment, class sizes at the elementary level, and elementary teacher assignments in consideration of these factors.
  3. Financial Reports
    1. Board members received the March 31, 2018 Treasurer’s Reports, and revenue and appropriations status reports dated 4/19/2018. (see supplemental minutes)
  4. Appointment – S. Messineo, Business Manager
    1. On a motion by S. Valigorsky, seconded by V. Masterson, to approve the provisional appointment of Scott Messineo as Business Manager in accordance with New York State Civil Service Law and Saratoga County Civil Service regulations, effective June 1, 2018, at an annual salary of $107,000 (prorated for June 2018). (see supplemental minutes)
    2. Mr. Messineo’s contract will be presented to the Board of Education for approval at a future meeting.

  5. Appointment – T. Bechand, School Nurse
    1. On a motion by D. Giso, seconded by S. Valigorsky, to appoint Tiffany Bechand as a School Nurse effective 5/21/2018, according to the provisions of the current CSEA contract.
    2. Ms. Bechand will be paid the salary of $28,785.82 (prorated). (see supplemental minutes)

    1. On a motion by S. Valigorsky, seconded by K. Greene, to authorize the WSWHE BOCES to expend the sums set forth in the Administrative Budget in the total amount of $6,508,416 during the school year 2018-19.

    1. On a motion by V. Masterson, seconded by S. Valigorsky, to  vote in support of the following candidates for the WSWHE BOCES Board of Education:

    1. On a motion by V. Masterson, seconded by S. Valigorsky, to approve the  proposal from Marvin  &  Company for a total of $43,500 for external auditing services for fiscal years 2017-18, 2018-19, and 2019-20. (see supplemental minutes)

  10. Ratification – CSEA MOA 7/1/17-6/30/21
    1. On a motion by V. Masterson, seconded by D. Giso, to ratify the Memorandum of Agreement by and Between the Board of Education of the Stillwater Central School District and CSEA, Local 1000 AFSCME, AFL-CIO, Stillwater CSD Unit Saratoga County Educational Local 864 dated 4/10/2018, covering the parties’ new collective bargaining agreement for July 1, 2017 through June 30, 2021. (see supplemental minutes)
